NEED
Aviation Maintenance Manager assigned to oversee the five (5) contractor aircraft ground operations, (AAI FATP, AAI GOCO, NG operator/maintenance training, GA operator/maintenance training, RIAC test operations) at Dugway, Utah. This position should be a government employee, GS 1910-12/13, qualified IAW AR 95-20.
REQUIREMENT
Aviation Maintenance Manager (AMM) is responsible for surveillance of contractor aircraft ground operations under the Ground & Flight Risk Clause (GFRC) as described in AR-95-20. AMM's shall know the status of all contractor facilities, equipment, group personnel training and certification, technical data, and Procedures involving aircraft ground operations. The AMM is responsible for 24 ground operation areas that the contractor must address in the Procedures, with each area having up to 15 sub-items needing oversight. Some of which are:
a. Ground procedures. The contractor procedure may be divided into Flight Operations (FOP) and Ground Operations (GOP). The AMM shall establish a surveillance plan tailored to the facility to audit compliance with the contractors GOP.
b. Foreign Object Damage Control Program. (FOD) Tool control and hardware accountability require constant vigilance by the AMM. FOD programs must be well documented and effective.
c. Training and Certification.
The AMM will ensure a concise training program is established to ensure only qualified contractor personnel are performing task that they are qualified/certified to perform on government aircraft/equipment.
d. Aircraft Ground Handling.
The AMM must ensure proper training, certification and recurring training is performed and contractor procedures/ service guidance is followed during the towing operation.
The five (5) aircraft ground operations at Dugway requires daily oversight by an AMM.
REQUEST
The AMM position be filled within the first quarter of FY-11. This position will enhance the ability of the Aviation Program Team (GFR, AMM, QA, and Safety) to have a comprehensive impact on the products delivered to the war fighter.
