There are not any money issues within the Department of Homeland Security because they are still trying to recover from the September 11 attack of the Twins Towers and to protect critical infrastructure, build a nimble and effective emergency response system and culture of preparedness and strengthen and unify DHS operations and management. Each of these request are get the amount of money they need fulfill the request get the job done against terrorism and the money is divided evenly among each group in the Department of Homeland Security.

Background of Opposing Position and Supporting Evidence

The opposing position is that the Department of Homeland Security is spending the wisely and each group in the Department of Homeland Security are getting an equal share of money each fiscal year and they are doing all they can to protect the citizens and the important building in the United States. The Department of Homeland Security finds it important to protect critical infrastructure and key resources essential government operations, public health and welfare, and the nation economic and national security. The total of funding of $19 million is giving to the U.S. Secret Service protective terrorist's countermeasures will help them to buy the state of the art equipment to use in the event of an explosive, chemical, biological, or radiological attack (Bullock, J., Haddow, G., Coppola, D., & Yeletaysi, S.,2009). It is very important for them to have the materials needed to address new threats that may have already come or being identified. The Department of Homeland Security also gave an increase of $13 million for National Protection and Program Directorates for chemical security and to issue regulations making it a risk based security standards for all of the chemical facilities (Bullock, J., Haddow, G., Coppola, D., & Yeletaysi, S.,2009)..

To build a nimble and effectiveness emergency response system and culture of preparedness and to improve the nation ability to respond to disasters that are human made or natural is a one of the top priority for the Department of Homeland Security and that agency was giving $64.5 million to support the Federal Emergency Management Agency known as FEMA and a total funding of 2.2 billion will help FEMA state and local assistance programs to help prepare the state and local government to stop threats of terrorism and other catastrophic event that may happen in their area (Bullock, J., Haddow, G., Coppola, D., & Yeletaysi, S.,2009). . The money is also used to help feed, house, clothes, and provide medical attention for people who were part of the catastrophic event that had hit their area ("A troubled history," 2010). The FEMA disaster workforce was funded $209 million to pay the workers to be the on call response personnel when a natural disaster happen in their area or nationwide (Bullock, J., Haddow, G., Coppola, D., & Yeletaysi, S.,2009).

The Quadrennial Homeland Security Review was giving $1.65 million to help them fund research; organization, analysis, and development of the QHSR, with this funding it will help them to shape up its resources into areas that will most effectively help get the mission successfully. When the mission is successfully done it helps the human capital development, efficient procurement operations and have the state of the are information technology resources (Stone, 2011), that why it very critical for the Quadrennial Homeland Security Review must have their funding
