Best Value

Best Value at is a mandatory requirement on every council to offer their community the services which are most efficient, effective and economical possible and continuously improve those services by look for opportunities. Moreover, to help council deliver their vision and priorities, Corporate Action Plan is placed, which required council to consult their community, members, and stakeholders in order to identify and meet the needs. The services and functions of council should be fully accessible to the community to suggest ways for improvement and give feedback. Council should not only deliver quality services and range to its community but also share the outcome with them.

Based on the Best Value review outcome, council will chose person responsible for delivering the services and functions. If any of the review suggests council to use internal functions and services providing Best Value to the community, the council will then take necessary steps ensuring the provider (internal) achieves service improvement targets. If review suggest external functions or services being the mean to provide Best Value, then council create an alliance, or partnership, or place contract which should be effective and efficient to meet the service targets.

Framework of Performance measurement is to integrate and align plans, strategies, polices, performance measures and quality of livelihood indicators which allows the members, managers, chief officers, chief executive, and ever stakeholder to witness that measurement of their council against of others. It further allows deploying quality approach in consistent way to measure performance of services, quality management, the way it is monitored, reviewed and reported at every organization level.

Best value is a new performance measurement framework which is demanding and challenging at the same time. Every five years, authorities publish plans and reviews of their annual services and functions for performance measurement of Best Value. The commission of Audits is responsible for inspections of these reviews and outcomes against the requirement and guidance of Best Value. It is also necessary that the review of Best Value be include 4Cs, consult, compare, compete and challenge.
