In these cases they try as hard as they can to make everybody win but you will always have some that aren't going to go for it. As always the younger staff is more ready and open to change as the older staff isn't going to care as much for anything to be any different as this company has been around for a very long time. Explaining more benefits to the senior employee's and executives would possibly sway their decision a little better.
