REFLECTION PAPER
I’m glad to experience the opportunity of strengthening my principles in public service through the Distance Learning Program on the Rules of Conduct and Ethical Behavior in Civil Service. The dichotomy of the right and wrong practices of the government employees has been made clear to me after studying the Republic Act 6713, otherwise known as the “Code of Conduct and Ethical Standard for Public Officials and Employees. I can also say that I’m proud of myself for accomplishing my analyses for the case studies presented in the DLP.
I’ve been reminded of an important direction as a civil servant which is Public Service is a Public Trust. Working in the government, you will meet different kinds of people that will help you understand the approaches in how the system works. These people will also be a part of your experiences in which you will strongly hold on to your beliefs and sometimes would make you question your conscience. Giving your time and effort to other people gives you an unexplainable satisfaction. The people are the one’s providing us jobs, opportunities and salaries through their taxes. They trust the government employees to do their job with outmost dedication, the reason why I always do my best in serving the clients that my Department serve.
In the discussion of the Norms and Conduct for Public Officials and Employees, these are my realizations for each one of them:
COMMITMENT TO PUBLIC INTEREST- This have reminded that everything we do as public servants should promote the welfare of the people. As civil servants, we should remember that our main priority is to serve our clients in ways that are convenient for them. We also have the responsibility of taking care of public properties and make sure that public funds must be put in good use and for official transactions only.
PROFESSIONALISM- This have encouraged me to explore more of my talents and potentials. There is a need for us to engage ourselves in learning new skills that will be helpful in our functions in the office. We should not stop with mediocrity but we need to grab every opportunity for self- improvement. It is duty to uphold the norms and conduct stated in Republic Act 6713 so that people will continue to trust us and the government.
POLITICAL NEURALITY. Politics have played a big role in how the government should work. Many elected officials abuse their power and promote the beliefs of their own political system to our society. As a civil servant, this have reminded me to be neutral and dedicate my allegiance only to the people of the country in these trying times. We should be aware that sharing our political views can affect the opinions of our co-workers and clients. The democratic principle of our government allows us to say the things we want to voice bout but we need to understand that there is a proper timing in sharing our political beliefs.
JUSTNESS AND SINCERITY- Honesty is best virtue anyone could have because this leads to justness and goodness. Serving with sincerity is the key to be happy and contented with your job. We are here to serve equally our clients regardless of their social status and physical attributes because all of them deserve kindness and efficient service form the government. In times when we commit mistakes, we need to admit our flaws and use it as an inspiration on how to become a better version of ourselves.
