According to the Frontline, some problems caused by local and state officials are the inability to enforce laws from the federal level uniformly throughout counties. The U.S. military and FEMA have experienced many problems because with no previous experience in emergency management, they have not been able to handle the latest emergencies.
Why was the Louisiana National Guard unable to help? Improve
they was flooded at that time and the station communication was down so they had not body to tell what was going wrong .
