Proposal:
The Gillard Government new proposal will involve working in partnership with Papua New Guinea (PNG) in re-opening the off shore processing detention centre on Manus Island by July 2011 creating a humane off shore processing centre. While continuing to work in partnership with the Asia - Pacific region, in implementing a five years strategic plan the regions can work together on addressing the key issues to stop the trade of human trafficking and people in which smuggling.

As stated by Briskman (2010) 'The loss of the lives of 142 women and 146 children on the SIEV X vessel in 2001 should have been a wake-up call about the perils of this visa, but deterrence determination persisted'.
Howard Government only stopped seven boats.
