The most valuable asset in any organization is its human capital, the human resources of the organization. Therefore, effective management of this asset is extremely critical. The management of human resources focuses on: 1) recruitment and retention of qualified employees who can be successful and committed, and 2) assuring that the employees' abilities are utilized and developed so that the organization can receive the highest return on its investment. This is the focus for both local and global human resource management. Recruitment and retention can be challenging for most organizations; however; retaining and developing a superior global workforce can be particularly challenging. Globalization has elevated the importance of human resource management and has brought about a significant change in the role of the human resource manager. The functions of the global human resource manager have significantly contributed to the success of globalization. These functions include the transfer of labor abroad, outsourcing of providers or global in-sourcing, the e-enablement of human resource processes; enhancement of HR information technology. The role the global human resource manager has been aligned to meet the demand for cross-function globalization such as building new alliances and creating new activity streams and new roles and skills required for globalization.
Globalization has forced human resources managers to acquire new skills. In order to recruit employees from other cultures, human resource managers will either have to learn new languages or else they will certainly have to have foreign speakers on staff. Human resource managers must be able to identify the "success factors" of a position, which is a key to identification of superior candidates. Successful organizations seek to hire candidates who can be more successful and effective with minimal support. Well written job descriptions, and competency models that clearly define success behaviors are important to successful selection, recruitment and retention.
