Micro and small enterprises (MSEs) are today one of the most important tools for generating employment and income. The growing number of establishments classified in these categories, regardless of geographic space in which they are located, chains alone a series of questions about which begin our literature search and through internet sites and then try to elucidate the striking elements in the path historical events that favored the evolution and transformation of micro and small businesses. What is noticeable is that the government has a prominent role in this pathway and, to some extent, configured as a catalyst in this evolution, from the moment they recognized the importance of these enterprises to implement their development policies of both nature economic, and social. Of note also that the incentive policies, whether fiscal or social crises are closely linked to socio-economic deficiencies in a more reactive than preventive, that is, those policies were a reaction to the problems faced by the government and in a few moments planned actions represented given the symptoms that the society had, and highlighted as a pioneer in national and regional planning, President Juscelino Kubitschek. It is imperative to remember all the historical facts here related to understanding the behavior of these organizations today.
These informations related the importance of study the behavior and evolution of the micro and small enterprises, somehow, have impact direct on the economic and social development.
