Homeland Security Presidential Directive 3 refers to security advisory system that enables an effective means of information dissemination in regards to risks of terrorist acts in our country and its citizen. This system is sort of a warning system that we utilize today; a threat condition as shown below:
1. Low = Green;
2. Guarded = Blue
3. Elevated = Yellow
4. High = Orange
5. Severe = Red.
Colors that we use daily can be a common sense to this threat condition, green as to its lowest threat risk to red as a very dangerous to severe threat. Threat Conditions shall be made on a case-by-case basis by the Attorney General in consultation with the Assistant to the President for Homeland Security (Whitehouse, 2002).
A basic summary for Homeland Security Presidential Directive 5 is the enhancement in establishing a single, comprehensive national incident management system. Therefore, the objective of it all is to ensure that all levels of government have the capability to work effectively utilizing this national approach to domestic incident management. For Homeland Security Presidential Directive 8 which is a accomplice to HSPD 5 whereas, it identifies improvements in steps to take to coordinate productive response to incidents. It illustrates how Federal agencies will prepare for such a response that includes prevention activities. HSPD 8 directs establishment of policies to strengthen allĀhazards preparedness capabilities for threatened or actual domestic terrorist attacks, major disasters, and other emergencies (National Response plan, 2007).
National strategies for Homeland Security of 2002 and 2007 provided sort of a standard operation procedures in language and mechanisms enabling all parties involved in homeland security - federal, state, local, private or public, national or international, and governmental agency or internationally to be acquainted with. Both versions of the National Strategy for Homeland Security grasp a clear definition of prevention or mitigation against attacks on our country; thus minimizing damage and recovery ability. What can be the difference in the two; the reason behind establishing and illustration of a new version? The 3 goals specified above of prevention/mitigation, attack minimization, and recovery from attacks are all listed in the debut version but, the 2007 National Strategy included the same three goals, but formally added a fourth of continuing to strengthen the foundation to ensure long-term success by creating and transforming homeland security principles, systems, structures, and institutions (Caudle, 2008).
