Executive Summary
The project is going to talk about the Hong Kong-Zhuhai-Macao Bridge (HZMB). The assignment will divide into different parts and will include the introduction of the HZMB, the theory get in use to the project and explanation of the theory on applying the project. Also success and failure of the project and the method of solution when work as the project managers. And the end is the conclusion about the project and learning from the assignment.
Introduction of the HZMB project
The project is, it being located at the waters of Lingdingyang of Pearl River Estuary,build a sea crossing linking the Hong Kong, Zhuhai and Macao. It bridge consists of three major parts, the boundary crossing facilitates, the offshore bridge and tunnel, and the link roads within the three regions.In additional this projectwill include relevant infrastructure development, such as environmental protection, landscaping and drainage works, street lighting, traffic control and surveillance systems(Hzmb.org. 2017). The whole link which measures some 50 km in length, the HZMB project would be one of the longest bridges in the world when completed.
Hong Kong is an important international economic, financial and shipping center, and government encourage free trade to promote commercial development, so Hong Kong can relies on the abundant resources of the adjacent regions. (Hzmb.org. 2017)As such China’s reform and opening-up, Hong Kong connecting with the east coast of Pearl River, it takes the establishment of an open economic system and export-orientation. These have strongly promoted transportation and ensured mutual economic growth between three regions.
For this project we will use four topics to analysis and apply the theory to information, its included project cycle, project scope, estimating projects, project priority matrix.
Analysis of the Theory
Project Life Cycle
From appendices graph one. The first theory going to use is the project life cycle. The Project Life Cycle is according to a logical sequence to accomplish the project’s goals. No matter how the scope is, any project need to goes through a series of sections. The first section is defining, which means define the project by using the data and the key success factors. Next followed by a Planning section, which is breaking down the project into smaller tasks and plan what need to be do, then is the Execution section, which is execute the plan step by step and lastly a Closure section, this marks the completion of the project.( Gary Picariello,2015 )
In this project the first thing is define what is the project about, the central government established the Hong Kong–Zhuhai–Macao Bridge (HZMB) Task Force take in-charge the project. And hold the meeting to discuss about infrastructure development and construction cost before the project start. Also check the threat and factors that will bring by the project. Second in the planning section, the project start to plan finding the company for the design and building the HZMB main bridge. Moreover, budget of the materials and the mission of each department.Then about the execution section, after the planning section done. The project start with signing the contracts about the HZMB main bridge. And will give the progress information, measure the performance then according this provide the record or announce the change of the project. During the closure section, the project finished that report to the client of the results and tell the all the stakeholders the project had finished and end up the contract. Moreover, it should examine the performance what done well or bad. Then transfer back to the organization which can help in the future.
Scope of Works

Project Estimating
The process of forecasting to approximate the time, cost and performance forthe Hong Kong- Zhuhai-Macau project deliverables. In aspect of estimating project costs,due to it is a great and complex project so cannot accurately count whole project, so took the method is bottom up estimating,the main bridge was estimated the total preparation cost of RMB¥37.35 billion. The cost of RMB¥15.73 billion about 42 percent would be shared among Hong Kong, Macau and Guangdong, the three region separately contributed 42.9% of Hong Kong, 44.5% of Mainland, 12.6% of Macau. Another 58% remaining cost of RMB¥22 billion will be lent by the bank of China. (Au-Yeung, A. and Sam, C. 2015)
Furthermore, Hong Kong is responsible for building and paying about another three related projects under the agreement in the HZMB project. The first is Hong Kong Link Road that approved estimate HK$25 billion for the main bridge is a 12km highway that links Boundary Crossing facilities. The second is Hong Kong Boundary Crossing Facilities that approved estimate HK$ 30.4 billion. The third is the TuenMun-Chek Lap Kok Link that approved estimate HK$46.7 billion.(Anon.2017)
In aspect of time estimating take the expert judgement, the project is cooperated by three region,they werefound a central task force to control and decide the operation time. So according The report of HZMB Authority, the schedule date of HZMB is expected to be completed by 2016but still have variable date.
In aspect of performance estimating also is expert judgement, the provincial transport department has released the performance of highway between the three region, which would cut travel time to less than 30 minutes from 90 minutes(South China Morning Post. 2017), because of shorten shipping distance and four lanes, which benefits generated from induced traffic volume. Therefore, savings in vehicle transport costs and time, which can achievetraffic efficiency and save more travel time to satisfy traveller.
