Shareholders: Selling property with very high price, Inflated Buildings leads to significant income. As The revenue increase, shareholders have more dividends
Government: Law cannot forbid property companies to build Inflated Buildings
Didn't put enough afford on establishing laws to eliminate "grey areas" that allow property companies to earn profit unethically
The property companies brand's image is damaged, improvement should be protect their reputation.
