In today's era of modern technology in aviation and airspace travel, Boeing leads the way in its role in supporting military endeavors, government agencies, and customers around the world. This paper is an evaluation of Boeing's planning function of management. This paper will analyze the influence that legal issues, ethics, and corporate social responsibility have had on management planning at Boeing, and analyze three factors that influence the company's strategic, tactical, operational, and contingency planning.

Plans are the actions or means the manager intends to use to achieve goals. At a minimum, planning should outline alternative actions that may lead to the attainment of each goal, the resources required to reach the goals through those means, and the obstacles that may develop (Bateman & Snell, 2009). In evaluating Boeing's planning function of management, it has been recognized that it is done on a massive scale. Boeing is among the top U. S. exporters of commercial jetliners, defense, space technology, and security systems, which extents to more than 90 countries. Boeing have more than 123,000 employees holding college degrees, including nearly 32,000 advanced degrees, creating diversity, talented, and one of the more innovative work forces around the world. The Federal Aviation Administration or FAA is the regulating authority of the Boeing aircraft in the U. S.

The planning function of management is a vital element in orchestrating and operating a company as massive and challenging as Boeing. When operating a company as large as Boeing, it is required to structurally, conduct an extensive planning program. During the planning phase, products and services are tailored to many variables such as time, quantity, priority, location, money exchange, transportation and shipment. Products may include defense and launching systems, satellites, weapons, commercial and military aircraft, electronic and advanced informational communication systems.

Boeing is productive, dependable, and is recognized as a leader in providing, and supporting high level, logistical and technological systems that integrate sophisticated communication's networks with air, land, sea, spaced based platforms, essential training, and network enabled solutions. The planning function of management is a never ending process of setting goals and objectives to meet the company's vision, mission, future U. S. and global endeavor's, and to achieve success in all its business ventures over a set period of time. Planning takes place at many levels. The ultimate goal while planning is to attempt to foresee any unexpected and unforeseen challenges and problems, and to be more efficient and proficient from the lowest level to the highest level.

There will be many internal and external factors that may affect the planning functions of management. Legal issues are always at the forefront of any small or massive cooperation. Every individual, as well as major cooperation's have standards, rules and regulations, and laws that must be adhered to. As large and massive as Boeing is, the products that they produce, and operate on a global scale, they will always have legal issues to contend with. One example is Boeing must create a operating manual for both mechanics and pilots for every aircraft that is built. Managers within the company must incorporate this requirement into their planning by ensuring that engineers are able to create detailed plans for every repair issues that may arise with the aircraft (Prichard 2004).

Another example is, between 2000 and 2003, Boeing exported commercial jets with a QRS-11 gyrochip in the instrument flight boxes, even though the chip was classified by the State Department as an export-restricted defense item because it can be use to stabilize and steer guided missiles. The State Department prepared civil charges alleging 94 violations of the Arms Control Act.
