The panchayat is situated in Vallabh Vidyanagar Gujarat where Elections were held once in a every five year. Elected members were responsible for the civic amenities of the township. There are also Sub-committees of five members to oversee the day-to-day operations. Major source of revenue were from octroi (60%).Other sources of income from return on investment, penalties, donations and borrowings

The Hospital is a part of local civic administration in it Health committee was set up for solving minor policy issues where CMO was in charge of the day-to-day operations.The Objectives of the hospital were

To undertake immunization services under the maternal and child health programmed.

- To provide domiciliary medical support to the residents of the township.

- To undertake preventive programmers for checking outbursts of epidemics

Sources of revenue for hospital were through fees and donations. Hospital had a total staff of 9 members and was done centrally.The challenge was to make it a self-sustaining unit.CMO floated a project for the students of a leading business school

The main areas of concern for the village were Panchayat not ploughing the surplus back into health care. Cash donations to hospitals going to general pool of panchayat. Major decision are centralized for e.g for any desion CMO had to consult the panchayat (Staffing)

Communication gap between panchayat and CMO. Also Cmo thinks that panchayat will not agree so he doesn't contact the panchayat and tries to sort out matter him self.

There are different issues faced by cmo itself. Dr.Balchandani got limited staff . He was the only physician and he was attending to more number of patients each day. He wanted to hire assistant but due to long Procedure it was pending.He also needed more diagnostic equipment and technical people to operate them. He could not pay any incentive to his staff for working long hours, nor could he have a different wage structure. The waiting time in the hospital was going up and patients were getting restive
