Introduction

Technology over the pass 20 years has changed drastically.  The influence of Technology permeates almost everything individuals do today. It is vital for businesses to understand and the use advanced technologies. Technology can help increase business efficiency and even expand operations. According to SBA (2015 ) businesses need engaged and highly productive employees executing on goals that are aligned with the organization's strategic objectives. Using technology to maximize your business productivity creates the platform to realize true business success. Business productivity software ensures organizations have the tools to overcome the challenges of executing on strategy every day and prospering in today's economic times. Today using apps is one of the quickest ways to access information or data. Increased business productivity can be traced to the automation of processes allowing for faster communication of strategy, increased time spent on strategic priorities and greater project completion rates. The Departments of Motor Vehicles (DMV) in South Carolina has limits on what can be done with technology within the state. This causes frustration to residents who don’t have the time to stand in long lines to register vehicles or submits a document. The text below will include an analysis of The Departments of Motor Vehicles (DMV) in South Carolina key MIS initiatives, an evaluation of the current MIS strategy and its impacts.  The analysis will implement a management system to help train employees in order create a Active app for customers to access DMV records.

Management Information Systems

Management Information system is a business function that is extremely important to the success of an organization. According to Haag & Cummings (2008) Management information systems (MIS) deals with the planning for, development, management and use of information technology tools to help people perform all tasked related to information processing and management. (Haag and Cummings, 2008). There are three vital organizational resources that Management information systems (MIS) deals with.  These coordination’s are information, people and information technology.

DMV

The department of motor vehicles (DMV) is a state-level government agency that administers vehicle registration and driver licensing. The departments of motor vehicles (DMV) for several years have stuck to the traditional way of handling vehicle registration etc. (DMV, 2015). The Departments of Motor Vehicles (DMV) in South Carolina has limits on what can be done with technology within the state. This causes frustration to residents who don’t have the time to stand in long lines to register vehicles or submits a document. States like Vermont, New York, and Connecticut have recently taken advantage of the Information Technology.  

According to Business Wire (2014) Vermont’s new online vehicle registration service called the DMV Express launched that eclipsed a total of 1.5 million online registration renewals since its launch in 2005. Over 750,000 vehicle registration renewals transacted annually through the Vermont DMV over all channels and over 30 percent are now processed through the popular online service.  New york launched a redesigned website for the New York State Department of Motor Vehicles (DMV) that will permit customers to order replacement driver licenses and renew registration on mobile devices. Connecticut Interactive and the State of Connecticut Department of Motor Vehicles launched a mobile application that makes essential DMV information more accessible. The South Carolina Department of Motor Vehicles (DMV) allows authorized businesses to search and retrieve vehicle lien information and vehicle owner information electronically but doesn’t offer services as the other DMVS.

Frameworks

Porter's Five Forces of Competitive Position Analysis were developed in 1979 by Michael E Porter of Harvard Business School as a simple framework for assessing and evaluating the competitive strength and position of a business organization.  According to Haag & Cummings (2008) this theory is based on the concept that there are five forces that determine the competitive intensity and attractiveness of a market. Porter’s five forces help to identify where power lies in a business situation.

This is useful both in understanding the strength of an organization’s current competitive position, and the strength of a position that an organization may look to move into. The five forces are Supplier power, buyer power, Competitive rivalry, threat of substitution and treat of new entry. Buyer Power is the providers who create a competitive advantage by making the product more attractive for customer to buy from them than from their competition. The creation of a interactive app for The Departments of Motor Vehicles (DMV) that allows South Carolina residents to create a account and check records would be power supplier. Buyer power. An assessment of how easy it is for buyers to drive prices down. This is driven by the: number of buyers in the market; importance of each individual buyer to the organization; and cost to the buyer of switching from one supplier to another. Competitive rivalry. The main driver is the number and capability of competitors in the market, threat of substitution, Where close substitute products exist in a market, it increases the likelihood of customers switching to alternatives in response to price increases, Threat of new entry, Profitable markets attract new entrants, which erodes profitability (Haag & Cummings, 2008).

Interviews

There were 3 back-to-back interviews for this process. The first interview early in the morning was with the state legislator Lee Bright. The State legislators serve 2- to 4-year terms in their states' House of Representatives or senate, creating and ratifying state laws and regulations. Their work closely mirrors that of legislators in the U.S. Senate and House, only on a smaller, state level. State legislator’s debate, vote on bills and work in committees. The second interview the exact morning was with the South Carolina Boards & Commission James H. Harrison .The roles played by boards and commissions vary considerably by state and by a program. In some states appointed boards have the primary responsibility for individual programs and agencies and are responsible for the selection of department and agency heads. This is particularly true in the field of education, but boards still retain responsibility for a broad range of other programs in fields such as labor, transportation and health and human services.
