For example, confiscation of driving license for a period of time, the fines are doubled and car offender will be towed. Due to the scare of getting punishment, the drivers will beware and follow the traffic rules. It will help to reduce the amount of accidents.

This way can develop railways crossing and make the states related to each other that could also help to reduce fatal road accident. Therefore, by doing that, people's needing of car will be reduced so much that people will just go for trains because of the convenience, cheaper price, save times and more safety.
