Human Resource Management

Gavril Malabanan is establishing his own small business of manufacturing automobile parts, named GavMal Company. He has already secured the necessary financing and building for the organization of his Personnel Department.

        His plan for the first month is to start with about one hundred (100) workers while the Company is acquiring and installing the equipment and machineries. The number of workers will gradually increase in about six (6) months when the company will have completed the plant for operations with a work force of at least two hundred (200) employees. By the end of the year, the company expects to have about five hundred (500) employees.

PART I

Mr. Malabanan has already finished his plans for the different operating units of the Company. His problem now is to hire someone to help him organize the personnel functions in order to carry out the objectives of the different departments of the enterprise. You are being considered as the HRD Manager. He requested you to submit to him your answers on the following:

  1. What are the major functions of the HR department suitable for the industry and size of the enterprise? Explain why these functions are necessary in the enterprise.
  2. Draw an organization chart of the personnel department showing the different functions and their relationships with one another.
  3. Show why human resource management is the responsibility of the supervisors and managers in their respective units in all levels of the organizations.
  4. Justify that an HR department is necessary and should be an integral part of an organization.  Using an organizational chart, show and explain how the HR department should be part of the structure.  
  5. Explain why HR professionals and operating managers should view HR management as an interface between them.  This view is best exemplified by the statement “All managers are also HR managers.”

PART II

        Formulate the personnel policies and procedures in the following areas:

  1. On employment: recruitment, testing, interviewing and selection.
  1. Show how you will accomplish these.
  2. How would you determine the personnel requirements of each job?
  1. On employee training and development.
  1. What are the objectives of your training program?
  2. What are the duties and responsibilities of a training officer?
  3. Will you institute an apprenticeship system in the company? If so, why and under what conditions?
