  1. Introduction about the stud)'

The planning process in India, when initiated was at a macro level for implementing development programmes. The growing realization or the pitfalls in this process over the time gave way to micro level planning. Given the diversity on terms or resource availability, abundance and scarcity among different regions in the country, it was realized that plans should be specific to meet a particular regions requirement keeping in view the resource availability. Only this approach could ensure their successful implementation, lea ing to required outcome.

The concept of micro planning is based on ensuring people's participation ih the entire process. It is basically a comprehensive plan for a specific geographical area at a sub national and sub state level i.e. at the level of a district, a block or a village and helps in decentralization of planning process. More specifically, it is a tool for ensur)rfg people participation in planning, executing and monitoring developmental activities.

It leads to empowerment of the socially, economically and politically excluded sections of the society and helps in attaining social justice. Also, different regions have different socioeconomic characteristics and natural resource endowment and hence require a separate plan as per their profile. ere we present a village plan of Betabellary village located in Boulakani gram panchayat of Mahakalpara block, district Kendrapara. The plan has been formulated after carefully assessing the availability of resources and the associated potentialities. Paniciapation of the village folks was ascertained for data collection ab ut the availability and their respective needs and requirements.

  1. Scope and methodoloep 01 the study.

2.1. Time frame

A two day time period was devoted towards understanding the local resource availability, assessing the needs and requirement of people as well as the potentialities of the region.

Thereafter a considerable time (around 2 weeks) went in the process of identifying the gaps and developing a workable plan for the village under study

        2.2         Methods for data collection

Questionnaire- A well thought out and comprehensive questionnaire was used to colle the required data from the target group, covering all aspects of the resource invento that a village could and does possess.

Focused group discussion- FGDs were conducted with the villagers to understand the situation of current availability and utilization level of resources in their village they were involved in discussion to understand what their needs are and how can these be addressed making best possible utilization of available resources

Individual interviews- Major stakeholders were individually interviewed to make the process more participatory in nature and to capture their perception regarding their village, focusing n their requirements and their thoughts over improving the overall situation of the village under study

2.3. Community involvement process

Efforts were undertaken to ascertain overall community involvement in the process through the following processes:

Collective investigation: Collective investigation of problems and issues with active participation of people in the entire process

Collective analysis: Collective analysis Of the situation of the village and assessment Of cause and effect ofdifferent problems.

Collective action: The report envisages collective action by the people of the village f short term as well as long term solutions for their problems. It includes problem prioritiza , need identification and different alternatives to address the need

        2.4         Typography and involvement of the stakeholders:

The stakeholder involvement can be classified at three major levels:

  • Beneficiary involvement in the planning and implementation of externally initiated projects or community participation.
  • External help to strengthen or create local organizations, but without reference to a particular project, or local organizational development.
  • Spontaneous activities of local organizations that have not resulted from outsi assistance or indigenous local participation

The under listed elements formed a part of the participation process:

I. Identification of Appropriate Stakeholders:

  • The people, individuals, or groups in the local community
  • The proponent and other project beneficiaries
  • Government agencies
  • Nongovernmental Organizations (NGOs)
  • Others, such as donors, the private sectors, academics, and so forth

The participatory approach involved a number a people starting from the primary school teacher (the first resource person we got to interact with), the housewives, the marginal farmers as well as the daily wage laborers

We along with the help of our facilitator identified certain ke urce person among the villagers: the representative of the village in gra Panchayat, the owner of the only bakery which the village had

  1. Information Dissemination

Here the information flows from the proponents to the stakeholders. The stakehölders were made aware of our purpose and objective ofconducting the discussions and they were encouraged to share their view points

  1. Consultation

Here the stakeholders were involved in discussion over the proposed and required action.

A rich array ofpurposeful information was acquired from these stakeholders in terms of the problems being faced by them and as they were aware of the local socio economic conditions, the potential solutions were also suggested by them to get over the prevalent constrain[pic 3]
