In the U.S over 5 million dogs and cats pass through shelters each year, Three to Four million of those animals are euthanized simply because there is not enough room for them. The country is overwhelmed with animals who have nowhere to go, but California is trying to help by passing bill AB 1634. This bill was almost passed in 2007 but was stopped by an assemblyman who believed it would not pass in the California Senate Local Government committee where it was heading towards.
I strongly believe that, that bill shouldn't have been stopped because if passed, it would have made spaying and neutering your dogs mandatory-excluding those with exemption certificates. These actions would significantly reduce the number of animals in shelters and on the streets. Spaying and neutering pets would also increase the quality of life for many animals by almost eliminating mammary or testicular cancer in dogs and increasing life span.
Some say this bill is unfair to certain groups such as breeders or guide dogs because they won't be able to breed their animals, but those are the groups who would get special permits in order to continue producing pure bred healthy puppies.
If this bill were to pass, willing volunteers would be needed to carry out the duty of notifying the public of the new laws and veterinarians would be needed to perform the actual surgeries. Most of all the public would need to be willing participants so they could not only help their pets but they could help the well being of every animal in their community.
Bill AB 1634 would be good for California because it would lower the population of stray dogs in California, improve your pets health and cut back on funding for tax funded programs like pounds that only hold dogs long enough to euthanize them. So if you are in support of this bill, please write a letter to your congressman or senator and tell them to pass it.
