The island of Kava in the south pacific has the basis to be a paradise. A long history of natural disasters has left the island in devastation and an unstable economy. The islands' population consists of a majority of youth, which reports show that nearly half of the civilians on the island are under the age of 15. The young people of this island are in need of housing as well as better education to create more opportunities for them and their future. A learning facility for children and teens would benefit the families residing in Kava. The Red Cross can offer the civilians of Kava an educational environment in a time of hardship. This educational plan will provide Kava civilians with tutors, translators, qualified teachers, management and technical programs, and more important a facility.

The economy of Kava solely depends on its recourses of petroleum, agriculture, and day labor. With a new facility in the making, the organization will help boost the economy of Kava by creating employment opportunities for the day laborers of Kava and using other resources that are also available, thus saving money by not hiring expensive firms. The construction timeline for everything to be ready will take about 10 to 12 months.

The advertising is cheap because of the relatively new concept of industries on the island. The most effective advertising would be obtained during the initial stages of construction when initial commercials and flyers were circulated. This would be efficient because the demographics of Kava are primarily young people, and the majority of them could be impacted if a commercial was aired or a flyer was distributed.

After the construction is complete, the CYFBC could open to offer free services for the first full two weeks of operation. This generosity would appeal to the community, particularly the employed members as it shows that CYFBC is kind and sympathetic to the community and desires business from every member equally. Additionally with the free service every individual who visits will experience all the facility has to offer. This will entice the individuals to return even when the two weeks have passed and services will no longer be free of charge.

The developmental aspect of business in Kava is on the rise. The business community has started offering an incentive to bring in new business organizations. The offer lowers the costs of receiving business licenses to give an incentive to do business in Kava. A fixed price of 30 dollars per license is offered for the duration of operation of a business on the island.

A major matter of concern for the community and CYFBC is the potential for natural disasters. The history of the island outlines the probability of such occurrences happening every four to six months. This probability makes it necessary for construction to be finished on a strict timeline, and of the best quality. Once construction is complete, the facility must be a safe, strong, and durable place for the people of Kava to frequent.

In the business world, the organization needs to spend money to make money. The building is in the initial design phase. The initial project is estimated to cost about $6.5 million.
