THE PROBLEM AND ITS SETTING[pic 1]

Introduction

 “Reforming education in any country is a difficult process. National education systems have a particular organizational history, with vested interests built around existing organizational structures. Teaching methods and content have long histories. Examination systems and the curricula they drive have become part of the nation’s culture. The educational system in many countries, states, and municipalities are extremely difficult to change because they are as much a way of life as a way of making a living.”

The education system is responsible for what type of citizens to produce especially in basic education. One of the strategies that most countries do is require a 12-year basic education for students ages 6 to 18. Unfortunately, among its ASEAN neighbors, it is only the Philippines that offers a 10-year basic education. In recognition of the deficiency, the Department of Education implemented the K+12 program effective SY 2011-2012 starting with kindergarten. However, such shift brought about opposing opinions from stakeholders. While some are in favor, others are not due to various reasons.

The current administration pushed thru with the preparation of the new program in the Philippines. The appropriate law has been enacted for this which is the Republic Act No. 10533: An Act Enhancing the Philippine Basic Education System by Strengthening Its Curriculum and Increasing the Number of Years for Basic Education, Appropriating Funds Therefor and for Other Purposes otherwise known as the Enhanced Basic Education Act of 2013.

Every Filipino child now has access to early childhood education through Universal Kindergarten. At 5 years old, children start schooling and are given the means to slowly adjust to formal education. Research shows that children who underwent Kindergarten have better completion rates than those who did not. Children who complete a standard-based Kindergarten program are better prepared for primary education. (DepEd,2010)

Senior High School is two years of specialized upper secondary education; students may choose a specialization based on aptitude, interests, and school capacity. The choice of career track will define the content of the subjects a student will take in Grades 11 and 12. SHS subjects fall under either the Core Curriculum or specific Tracks. There are seven Learning Areas under the Core Curriculum. The researcher decided to pursue this research to help determine the level of preparedness of teachers in handling core subjects of Senior High School Program in Lumban – Kalayaan District of Laguna as basis for an action plan. In the light of the study, this would be a great help in determining the needs of the teacher in preparation for teaching the core subjects efficiently and effectively.

Statement of the Problem

        The study determined the preparedness of teachers in handling core subjects of Senior High School Program in Lumban – Kalayaan District of Laguna basis for an action plan.

        Specifically, it sought answers to the following sub problems:

  1. What are the qualifications of teachers who will handle the core subjects of Senior High School in terms of:
  1. educational attainment
  2. number of years teaching the subject and
  3. designation of teachers
  1. What is the level of preparedness of teachers who will handle the core subjects of Senior High School Program in terms of:
  1. Instructional Competence
  2. Management of learning environment and
  3. Ability to generate and manage resources
  4. Level of knowledge in the content of the core curriculum
  1. Is there a significant relationship between the level of preparedness of teachers in handling the core subjects of Senior High School Program and their qualifications?

Significance of the Study

The study is deemed beneficial to the following sectors:

Department of Education Personnel in Laguna. The outcomes of the study might be of great help for the higher officials in finding solutions in order to provide the needs of the teachers who will handle Senior High School Program.

School Heads. After knowing the results, the school heads would be able to determine possible steps, actions and initiatives to let the internal and external stakeholders within the community be highly informed on the needs and help in the full implementation of the program.

Teachers. The findings of this study may give the teachers insights on the area that they need to give focus and prepare on handling Senior high School Program on the next school year.

Students. The result of this study will help the students to engage with their teachers during classes. Preparation of teachers on the implementation of Senior High School will help the students appreciate the program and understand the lessons well.
