Water Resource Plan

I am here to talk about the water resource problem from the video Declining Fish Stock VLR and a plan on how to fix it. The current problem we are facing is the declining of fish due to everyday fishing. In the video, one fisherman in particular named Pete Dupuis is very concerned of the declining of fish in the Pacific Ocean. This problem occurred because of the over fishing that commercial fishermen are doing. The fishermen were not looking for small fish, but the bigger fish like sword fish, or tuna.
We need to have a plan to help control our fish population, but still keep both sides (environmentalists, and Fishermen) happy. The plan that I am trying to propose is to limit on how many times fishermen can go out and catch any fish. If we limit this to three times a year, this will enable fish to reproduce and help with re-stocking of fish. We could start the first part from January to the end of February, second part from May to the end of June, and the last time from September to the end of October. We should also set boundaries to where the fishermen can go and fish instead of using the entire ocean.
This will be good for both because the fishermen will not be out of a job if that is all they know, and the environmentalist will not have to worry that the fishermen are out there every day. Even though fishermen are not fishing twelve months, they can still make enough money because of how much it is per pound of fish. It is said to be anywhere from five dollars up to twelve dollars per pound of fish (Ecosystem Valuation, 2010).
Besides the declining of fish in the ocean, there is another problem we need to focus on as well. That problem is called point source pollution. For example, a passenger cruise ship will dump its sewage, shower, sink water, and oily bilge water into the ocean.
The plan that would help reduce the point source pollution would be to have a dumping tanker to where the cruise ships or other passenger boats can empty their sewage, shower, sink water, and oily bilge water into tanks and then recycled properly. This plan will be more for the environmentalist because it will help save the ocean an all the fish and other mammals that live in the ocean.
The first plan will be viewed negatively by fishermen and environmentalist because the fishermen will think we are trying to take money out of their pockets. The environmentalist will think that this plan is not enough, and that we should ban all fishing. The positive side is that we are not trying to take jobs, but at the same time, help eliminate the declining of fish in the ocean.
The second plan will be viewed positively by both fishermen and environmentalist
