* HOSTILITY- may be irrational based on fear, misunderstanding or false information

-The public may feel threatened by an organization or by what t does, yet no genuine threat may exist

* PREJUDICE- to prejudge, form an opinion or attitude without considering available information

-The task of converting prejudice is not a simple one. Such attitudes can endure for a long time

* APATHY- people are naturally conservative; they have a self protective resistance to change

-If PR activity is to achieve understanding, it has to breakdown this unwillingness to want to know.
